consolidate all the amendments into one
Instrument
Instrument and thus have in force only the
original Instructions of the 14th of February
1917, and one set of Additional Instructions.
With this end in view draft Additional
Instructions have been prepared, a copy of
which I enclose for your consideration.
You will observe that the recitals have been
shortened considerably as compared with
the earlier Additional Instructions, that
the Instrument revokes all the existing
Additional Instructions and replaces certain
clauses of the Instructions of the 14th of
February, 1917. The reasons for the
various amendments which it is now proposed
to make are exaplained in the following
paragraphs of this despatch.

embodies the provisions now contained in
the present blouse II as it appears in
the Additional Instructions of the 15th of
